Elections, Illegal Liquor and Checkposts on the Border of States!

There are reports of illegal liquor being imported from other states to UP for Lok Sabha elections. Due to Excise Department and Election Commission’s apathy, this is considered to be almost certain. The reason is that nearly three dozen Excise check posts have been made to prevent illegal liquor from coming to the U.P. through border states. About 700 officers have been deployed on all these checkposts. These checkposts started working with the announcement of election. These checkposts will work till 23rd May, but the employees of the Excise Department deployed on these checkposts have not been given enough facilities.

These employees, posted on checkposts, say officials of any department, even if they are posted for day or two for election duty,   all the expenses are paid in cash including food,and breakfast. Even transportation is provided by the government to duty site. On the contrary, no additional payment has been made to these officers and employees of the excise check post, deployed on Election Duty for three consecutive months, while these employees have gone 100 to 300 km to do their election duty. The employees have reached their duty site on their own expenses.

These employees say that in such a situation how can the Election Commision or department expect the staff of the checkpost to their duties honestly. It is clear from the employees that due to lack of facilities, they can hardly afford to do their duties honestly. For this reason, the fear is that during the elections, illegal liquor coming from other states can hardly be stopped.

The employees are anguished as the bradawl and thread, for election duty is bought by the EC. On the contrary, they have come to duty 300 km away and there is no arrangement for fooding and lodging. Even arrangements for the chair, tent etc. were not made for the checkpost operation. Employees are running checkpost in some way by borrowing chair, bench, etc. from nearby shopkeepers. The problem in front of these employees is that after 8 hours of duty, where do they spend their 16 hours.

What Checkposts Employees Say

Employees of Excise Department engaged on these checkpoints say that so far 90% of the excise personnel of the districts have not got their salary for the month of February. Somehow they celebrated Holi and now they have been sent to such a long election duty. They say that in these circumstances hardly any employee will be able to do his duty honestly.

These employees also say that no payment has been made to them for the last election duty. Only two per cent of the officers and employees have been able to get their payment in some way. These employees say that if the budget is alloted by the Election Commission, where did that money go and if the budget is not alloted, what are the top officials of the department doing?

Checkpost on the border of all states

Office of the Excise Commissioner of the State Order No. 18663-18760, Eleven- E.B.B. Information under the provisions of Loksabha General Election 2019, dated 27-02-2019, prohibits illicit liquor in the year 2019, interim checkposts have been formed for continuous checking on the entryways of border states. . Eight hours of duty has been set up in three shifts on every checkpoint. The five zones of Excise Department in UP are Meerut, Varanasi, Gorakhpur, Lucknow and Agra. The responsibility of setting up the checkpost was given to the head of every zone joint commissioner.

Nearly three dozen such checkposts have been made in the entire state. Each checkpost has been deployed to a Assistant Excise Commissioner, three Excise Inspector, three Chief Excise and 12 Excise Soldiers. In this way, there are about 19 officers and employees on every checkpoint.

Eight checkpoints in Meerut Zone

If you look at Meerut Zone, there are eight checkposts in this zone. These eight checkposts include Gauripur checkpost Baghpat, Kairana checkpost Shamli, Bidouli checkpost Shamli, Sarsawan checkpost Saharanpur, Kalindi Kunj checkpost Gautam Buddha Nagar, Bhopura checkpost Ghaziabad, Vijaynagar checkpost Ghaziabad and TP Nagar checkpost Ghaziabad. These checkposts of Meerut Zone have been deployed to eight Assistant Excise Commissioner, 24 Excise Inspector, 24 Principal Excise Sepoys and 96 Excise Sepoys. In this way, about 152 officers and employees have been deployed in eight checkposts of Meerut Zone.
