Liquor Ban in Bihar a Futile Exercise

Liquor ban has prevailed in Bihar election campaign, opposition leaders attacked Chief Minister Nitish Kumar on this pretext. The opponents called it unsuccessful. Whatever the reality, official statistics  are clearly showing that liquor ban in Bihar is not successful. Bihar has registered more than one lakh cases so far under the prohibition of liquor ban law and more than 1.5 lakh people have been arrested.

Time and again there is rhetoric whether or not liquor ban in Bihar is sucessful. During the election campaign, RJD leader Tejaswi Yadav had said in a rally at Bachwada that Nitish Kumar had imposed liquor ban in Bihar but it did not show any effect. People still can be seen drinking. The only difference that is visible is, 200 rupees bottle is available in Rs.1500. His question is, who is getting the commission of Rs.1300.

Chief Minister Nitish Kumar has again appealed to women to support him on liquor ban in his election meetings. The BJP is also with the decision of Nitish Kumar. However, RJD party Tejaswi Yadav, talked about amending the prohibition ban in his manifesto. What will that amendment be, it has not been clarified. RJD’s announcement that if its government is formed, then the cases will be withdrawn from all those poor people who have been jailed under this law.

Liquor ban was implemented almost three years ago in Bihar. During these three years, not a single day has passed in Bihar ,when police has not registered a case related to liquor ban. It is clear that liquor ban is not effective. Bihar’s DGP Gupteshwar Pandey said that as many as 116,670 cases have been registered under Bihar’s liquor prohibition law. In this regard, 161,415 people were arrested. Of these, 13214 people are accused of illegal trade of liquor. A total of 50,63,175 liters of liquor has been recovered during this period. If the data of this prohibition is accounted for, from April 1, 2016, every minute at least three liters of liquor was recovered in the state till March 31, 2019, and in every 10 minutes a person was arrested under prohibition of liquor law.

Not only this, during the same period, action has been taken against those 430 policemen who were found guilty of defying the prohibition of liquor law in some form or the other. About 50 of these are so serious allegations that they had to be dismissed and stern action has been taken against two dozen sub-inspectors, they will not be able to take charge of police station for the next ten years. The question is, who is really behind the violation of liquor law in Bihar, society or political people or the power that comes from a mixture of these two.
