Whatever measures UP government takes to prevent fake and illegal liquor trade, illegal liquor traffickers are ahead of it every time, not much days have passed since the UP government implemented the bar code system, but of no use, unexpected events like Saharanpur and Kushinagar are recent examles. More recently, there was a case related to Bar code , in which it was revealed that how by making fake barcodes the trade of illegal liquor is continuing.
When the bar code was implemented, the UP government had claimed that by barcoding it can easily be known that who is the manufacturer of liquor bottles? At which date did the bottle of liquor reach from the seller to the customer? and at what rates? All this can be detected by scanning code. But the Authentication Solution Providers Association (ASPA), raising questions over the system, has said that the UP Excise Department is currently using the “Bixely-Oriented Polypropylene (BOPP)” label with “Two D Barcode”, which can be easily faked. This label is of no use in order to check counterfeit and bogus products. It is okay to implement “Bar Code Technology”, but in the absence of dedicated physical system for monitoring counterfeit products, this is not a very effective way to get rid of the problem of fake product.
The International Tax Stamp Association (ITSA) and the International Organization for Standardization (ISO), Standards such as 16678 and 22382 are the standard of tax stamps. While requesting the UP government and excise department to review their existing excise policy, the two organizations said that we urge the state government to implement the measures of entities and experts working against fraud at world level. These organizations promised full support and said that with this type of security measures, it would also help in eliminating the distrust related to supply of alcohol as well as protecting the interests of the consumers. Both these institutions said that adopting the above technique would make it easier to identify real objects. The leakage in the supply chain can be rectified and it is obvious that the revenue of the UP government will also increase.
